The VOG-25 grenade is a kind of explosive ordnance developed between 1975 and 1978 by KBP Instrument Design Bureau.
It is a type of explosive ordnance, as such it delivers explosive-type damage.
Real-life data
VOG-25 grenades were developed along with the famous GP-25 grenade launcher designed for use with the AK-47 and later AK-74 series of rifles, by the equally well-known KBP Instrument Design Bureau, responsible for many firearm and weapon systems developed in the Soviet Union/Russia.
VOG-25 grenades are caseless; the propellant is stored in the grenade itself. Another variant exists, known as the VOG-25P (better known as the "jumping grenade"), with extra propellant and design differences that made the grenade explode one meter above the ground rather than on impact, which caused a more powerful blast. They are filled with a lesser known explosive compound known as A-IX-1, derivated from TNT. Each VOG-25 grenade contains about 50 grams of A-IX-1. While slightly more potent than TNT, the explosive charge is less powerful than another grenade of comparable size.

Fragments
It is a fragmentation grenade. Upon exploding, it has a chance to release between 0 and 14 fragments to each victim affected by splash damage. The damage chart shown underneath represents the power of each fragment, should they hit a target.
Remember that while explosive shockwaves can hit encounters behind cover (due to splash damage), fragmentation does not, and will hit cover first.
