Youkai activist (no ontology)

A youkai activist is a general term to refer to a non-wicked youkai who is part of the youkai activism movement.
The youkai activism movement was born roughly 2200 years ago, originally to fight back against an invading all-human force which believed youkai to be a threat to the stability of the then-fledgling human society. Nowadays, their current incarnation is primarily fighting against the Maze Military. The movement claims to be fighting in self-defense, for their own protection and that of the entire youkai-kind, and against injustices and crimes committed by humans against youkai. Their ultimate goal is the establishment of the Youkai Nation, which would be separate from what they perceive as the "human nation" and which would have its own laws, fighting forces, and its own means of production, in order to ensure their independence and self-sustainability.
The current leader of the youkai activism movement is Satoshi Sangi (better known by his nickname Kuromesan), a satori who has worked for hundreds of years towards developing the economical and political influence of youkai in the Mazes. Kurome is also the leader of the special activist cell called the DeadEyes, a special activist unit composed of 4 members. The role of this cell is to conduct special operations, send and relay orders to all other activists, and manage all ongoing operations.
In recent years, youkai activist operations are targeting Colonel Thomas Wight in particular, who is known for his a hardline anti-youkai stance and effectively transformed the entire military into their antagonists, becoming the symbolic human side of the conflict between both species. As a consequence, activists and Soldiers frequently fight each other in a seemingly endless series of battles.
The youkai activist forces are estimated to be ~1000 individuals strong.
Overview
Most often, a youkai activist group bands together to defend sectors in which they live in, or coordinate themselves into skirmishes where the objective is almost invariably attacking Maze Soldiers. More rarely, hardcore activist groups attack humans indiscriminately, fueling the racial aspect of the conflict.
Youkai activists are distinguished from their noncombatant brethren as a subtype of their respective species, by noting that they all have default equipment. It is typically:
- One random weapon
- Two full magazines for this weapon (or equivalent), if applicable
- One random piece of load-bearing gear + a default belt
- A mobile phone, generally with a full battery, which they can use to make a backup call.
Backup calls
Youkai activists are notable for their frequent use of backup calls. Much like Soldiers or Guards, a youkai activist can use their mobile phone to request assistance.
Note: Cooldown period is initiated after the backup has arrived only.
Low alert call
Low alert calls are for situations where there is a possible threat, or when more firepower may be required, but the danger is not imminent. As such, the backup takes time to show up, and it does take a while for backup to be available again. Since youkai activists do not have the same institutionalized amount of organization and hierarchy as the military or law enforcement, there is no rank requirement or multiple tiers depending on rank.

High alert call
High alert calls are for emergency situations where the threat is imminent and/or powerful, and where the caller is at significant risk. Backup is bigger, better organized, shows up faster, but the cooldown period is even longer ; as more resources are mobilized, it takes even more time to bring more later down the line. As before, there are no ranks, and thus no multiple tiers.
