The VOG-25 grenade is a kind of 40mm caseless grenade developed between 1975 and 1978 by KBP Instrument Design Bureau. This projectile combines high-explosive and fragmentation properties, and is intended to serve an anti-personnel role.
It is a type of explosive ordnance, as such it delivers explosive-type damage.

It is a fragmentation grenade. Upon exploding, it has a chance to release between 0 and 14 fragments to each victim affected by splash damage. The damage chart shown underneath represents the power of each fragment, should they hit a target.

Remember that while explosive shockwaves can hit encounters behind cover (due to splash damage), fragmentation does not, and will hit cover first.
