9x18mm Makarov (also known as 9x18mm PM, 9mm Makarov, informally 9x18 Mak) is a pistol cartridge developed in 1946 by Soviet engineer B.V. Semin, and adopted in 1951 as the Soviet service handgun cartridge. It is designed to fulfill three main purposes ; being the most powerful cartridge that can be safely fired in a simple, direct blowback pistols, being a more powerful and more reliable alternative to 7.62x25mm Tokarev which it replaces (alongside the development of a sturdier handgun than the TT-33), and lastly, being a Soviet alternative to 9x19mm Parabellum, which became the Western service handgun cartridge, and to deny any eventual Western-aligned forces the ability to use captured Soviet ammunition, should it occur.
The first 9mm Makarov firearm to be designed is perhaps also the most famous and widespread: the Makarov PM, which has seen extensive use and service both in the Soviet Union and its satellite states, first as a service handgun in the military, then later in the various Soviet states and satellite countries' law enforcement agencies, where it is still used, and in some cases, even preferred to more modern alternatives.
9mm Makarov received a favorable reputation for being easily controllable and low-recoiling in all of the platforms it was introduced for - pistols and submachine guns for the most part, automatic pistols (such as the Stechkin APS) and even a revolver (the R-92). Despite its age and the gradual introduction of 9x19mm firearms in the Russian inventory (such as the MP-443 Grach, which was intended to replace the Makarov PM) after the fall of the Soviet Union, the 9x18mm cartridge and its firearms are still officially issued in the Russian military.
